Dog waste, storm drains, and where runoff really goes

Dog waste and storm drains connect more directly than people assume. Storm drains are not the sewer, so runoff reaches channels and lakes largely untreated. Locally that means the Santa Margarita system and Lake Elsinore. The first rain after a dry stretch carries the heaviest load downstream.

Where yard runoff actually goes

Almost everyone assumes a storm drain is part of the sewer. It is not. Sewer water goes to a treatment plant. Storm drain water usually does not. It runs to a channel, a creek, or a lake with little or no treatment along the way.

That means anything a hose or a rainstorm carries off your lawn and into the gutter is heading downstream more or less as it left, which is a different mental picture from the one most people are working with.

It also means a yard is connected to water it is nowhere near. Waste does not have to be near a creek to end up in one.

Why this matters in our part of the county

The cities we serve sit across watersheds that drain toward the Santa Margarita River system and toward Lake Elsinore. Water leaving a yard in Murrieta or Temecula is in a drainage network that ends somewhere real and reasonably close.

Local geography sharpens the problem. Long dry stretches let material build up on hard surfaces, and then the first serious rain moves months of accumulation all at once. Hydrologists call it the first flush, and it is the reason a single early storm can do more to water quality than a whole wet season of steady rain.

So the pattern here is not a slow trickle. It is a long dry accumulation followed by one concentrated wash-off.

What it actually does downstream

Two separate effects, and they get conflated.

The first is nutrient loading. Dog waste is high in nitrogen and phosphorus. Delivered to a lake or a slow-moving channel, those nutrients feed algae. Heavy algae growth pulls oxygen out of the water as it dies back, which is what kills fish and makes water unpleasant.

The second is pathogens. The same bacteria that make waste a yard concern make it a water concern, and they are a direct reason a stretch of water gets posted as unsafe for contact.

Neither is caused by one dog. Both are caused by a lot of yards doing the same thing on the same day.

The regulatory side, plainly

Cities in this region operate under municipal stormwater permits that require them to reduce pollutants entering the storm drain system. Pet waste is a named category in that work, which is why you see signage at parks and trailheads and why most cities carry a pickup ordinance.

For a homeowner this rarely turns into enforcement. For a property manager or an HOA board it can, because a common area with a persistent problem is visible in a way a private backyard is not.

The practical takeaway for a board is that a documented service schedule is worth more than an intention. If it is ever questioned, a service record answers the question and a policy on a website does not.

What a private backyard has to do with any of this

More than people think, for one specific reason. Waste left on a lawn does not stay put. It breaks down, and what is left moves with irrigation water and with rain toward the lowest point on the property, which is usually a side yard drain, a driveway, or the gutter.

Overwatering makes this considerably worse and is extremely common locally. A lawn watered past what the soil can absorb sheets water toward hardscape, and that sheet carries everything on the surface with it.

This is also why hosing a patio into the driveway is worse than it looks. It feels like cleaning. It is transport.

What actually helps

The interventions that work are unglamorous and they are all about keeping material out of moving water in the first place.

  • Remove waste on a schedule, so there is a smaller pile of material waiting for the first storm.
  • Get it into a sealed bag and into a trash container with a lid, so it is not sitting where rain can reach it.
  • Sweep hard surfaces rather than hosing them toward a drain. Dry cleanup keeps material out of the storm system entirely.
  • Fix irrigation that sheets water off the lawn onto concrete. That single repair often does more than anything else on the list.
  • On a common area, put stations where dogs actually go and service them often enough that they never overflow.

Three things that sound green and are not

Flushing is the most common suggestion and it is not straightforwardly right. Some agencies do accept it, others advise against it, and it depends entirely on local sewer guidance. It is also incompatible with bags of any kind. If you want to do it, check what your own provider says rather than assuming.

Burying it is worse than leaving it visible in most yards, because it puts material in direct contact with soil and out of reach of the next cleanup, while doing nothing about what leaches out of it.

Compostable and biodegradable bags do a genuinely useful job of reducing plastic. They do not treat what is inside them, and most break down properly only in industrial conditions rather than in a backyard bin or a landfill. Choosing them is a reasonable plastic decision and not a waste-treatment decision, and it is worth being clear which problem you are solving.
